The Mystery Badge

The badge to the left contains a mystery, which I would like some help in solving. The SPSL was formed in 1932. This badge has a set of pipes over a belt with the Scottish Lion Rampant and bearing the Gaelic logo "Commun Piobairean Lunnain", which could translate as London Piping Society. (Click on pic for larger image).
The mystery is that it is hallmarked for 1908, long before our inception. If anyone has any information on the "Commun Piobairean Lunnain", please contact me.
